This study aims to design a Smart System architecture for the Special Development Institution for Children (LPKA) Class II Bandung to enhance the efficiency and effectiveness of rehabilitation programs for Children in Conflict with the Law (CICL). The research focuses on core business processes within LPKA, including registration, monitoring, healthcare, education, and evaluation. A qualitative approach was employed, utilizing the TOGAF framework, content analysis, interviews, and Discrete-Event Simulation (DES). The simulation results indicate an improvement in the Document Accuracy Index (DAI) by up to 18% and a reduction in processing time by approximately 25%. The proposed system is expected to serve as an integrated model that can be adopted by other LPKA institutions.
